Batman #28 was previously solicited back in November as the now Batman #29. Scott Snyder decided to bump the eighth part of Zero Year into March, in order to dedicate an issue to tease the coming events of Batman Eternal and Batman. Finally, the issue was re-solicited and the cover (by Dustin Nguyen) was revealed (courtesy of Newsarama).
