Summary

Penguin and his son use mind control technology to force citizens of Burnside to vote Penguin into Congress.

Positives

The cover by Dan Mora is pretty cool. I like the menace of it. The black background with Penguin covered in shadows gives the cover a twisted look. The foreground of Batgirl buried in snow is also a creepy image.

The interior art is by Sam Basri with colors by Jessica Kholine. The book looks great. The winter setting allows for a lot of atmosphere. Snow can be both pretty and scary; Basri and Kholine use that to their advantage.

I love Penguin’s plan in this. Penguin running for mayor has been a common story since the 1966 Batman television show but running for Congress is a new and really funny idea. It’s a natural step forward but also really works for comedy.

The ending reveal with Ethan is cool. It’s an interesting reveal and I like that it makes Babs reflect a little. It feels a little random but I’m hoping it will lead to something in future issues.

Negatives

There are no negatives worth mentioning in this issue.

Verdict

This is a great issue. The art is really gorgeous throughout with a lot of style. The story is interesting and fun. It’s an engaging issue that I highly recommend checking out.
